The catch?
The free Twitter that Globe’s talking about here is via mobile.twitter.com, the mobile version of Twitter’s website. So no, using the Twitter app itself isn’t free. This also isn’t free if you use Opera Mini as the browser or if you’re using a BlackBerry device.
(Why not Opera Mini, you may ask? Because Opera does this thing where your browsing first goes to its own servers before sending your pages back to you. So there.)
